This Rugged Leather farming guide shows the best places to farm Rugged Leather in Classic WoW. It also works for TBC and WotLK, since there were no major changes to the old zones.
Winterspring is the best overall zone for farming, but the other spots are close in efficiency and usually much less crowded. Felwood is especially useful for lower level players or if you're not quite ready for the tougher mobs in Winterspring or Eastern Plaguelands.
Rugged Leather

Winterspring
Winterspring is one of the best places to farm Rugged Leather. Go to the area south of Everlook. There are plenty of mobs outside, and even more inside the cave. If you clear the outside quickly, head into the cave too. The only downside is that it's a popular spot, so you might face heavy competition.
You'll be farming Ice Thistle Patriarch, Ice Thistle Matriarch, and Ice Thistle Yeti.
Mob level range: 55-58

Eastern Plaguelands
Eastern Plaguelands has two great farming spots for Rugged Leather. The northern area (marked with 1) has higher level mobs like Frenzied Plaguehound and Monstrous Plaguebat. The southern area is a bit easier, with mobs like Plaguehound Runt and Plaguebat.
Mob level range: Northern area: 56-58, Southern area: 53-55

Un'Goro Crater
Un'Goro is a good alternative with solid Rugged Leather drop rates. Head to the western part of the zone, where the dinosaur mobs are more concentrated.
You’ll be farming Frenzied Pterrordax and Elder Diemetradon.
Mob level range: 52-55

Felwood
Felwood is a decent alternative if the mobs are too high level for you in other zones.
You’ll mainly be farming Felpaw Wolf and Angerclaw Bear, but you can also find a few higher level Angerclaw Mauler and Felpaw Scavenger just north of the small river.
Mob level range: Mostly 47-48, with a few 49-50 mobs north of the river.
