Annora is the only Artisan Enchanting trainer in WoW Classic. She stands inside the Uldaman dungeon in the Badlands and teaches both factions. You need level 35 and Enchanting 200 to learn Artisan Enchanting from her.

She only spawns once you kill every mob in the area she is in. Use the back entrance of Uldaman, it is much closer to her.
Recipes only Annora teaches
Annora teaches every Enchanting rank and recipe, but the ones below you can learn nowhere else: Artisan Enchanting and the recipes from skill 230 up. Together they cost 1179, so bring that much gold when you go.
