Harggan is an Alliance Blacksmithing supplies vendor located in Wildhammer Keep in The Hinterlands.
He is upstairs inside the main building of Aerie Peak. Go to the room with the steam tanks in the middle of the building, through the left archway at the back, then up the stairs.
