Magnus Frostwake is a neutral recipe vendor located in Western Plaguelands.
He is a ghost inside a house at Caer Darrow (around 68, 77). You can only see him while you have the Spectral Essence trinket from the Scholomance quest chain equipped. If he does not show up, take the trinket off, enter the house and equip it again.
