Thorkaf Dragoneye is a Horde Dragonscale Leatherworking trainer located in Badlands. He only teaches the Dragonscale Leatherworking recipes, you need the Dragonscale Leatherworking specialization first. My Leatherworking Specializations guide shows how to get it.
He is at Kargath, slightly up the hill.
