I made this Wind Scales farming guide to help out players who want to farm the leathers instead of buying them from the Auction House.
There were no major changes to Wind Scales drop rates, so this guide can be used for Burning Crusade Classic (TBC) and Retail WoW. But, if you play Retail WoW, you should learn Outland Skinning from Seymour in Shattrath City before they start farming, or you will get fewer leathers.

Shadowmoon Valley
Farming Eclipsion Dragonhawks in Shadowmoon Valley is the best way to get Wind Scales.
Blade's Edge Mountains
Farming Scalewing Serpents in Blade's Edge Mountain is a good alternative if you can't farm at Shadowmoon. The drop rate is basically the same as in Shadowmoon, but these are a bit more spread.
You can also kill the Felsworn Scalewings further up north. But, there are fewer of them, so I would only recommend farming them if every other farming place is taken.
