Go to Outland and find Allison (Horde) or Gaston (Alliance) in Hellfire Peninsula, then learn Outland Cooking.
You can also learn it from Jack Trapper in Shattrath City but you will have to go to Hellfire Peninsula to buy the recipes anyway.
