This Draenor Skinning leveling guide will show you the fastest way how to level your Draenor Skinning skill up from 1 to 100. I traveled around Draenor, searching for places with high density of mobs which are skinnable. Below you will find a list of places that I think are the best for leveling Skinning.
Learning Draenor Skinning
There are no Draenor Skinning trainers, you have to learn Draenor Skinning from the 
[A Guide to Skinning in Draenor] scroll. You can get this scroll by skinning mobs at Draenor. (100% drop chance)
Nagrand - (level 98+)
There is a place in Nagrand where you can find a pack of Tamed Clefthoof, and when you kill all of them, one or two new one will spawn instantly. So, basically you don't have to travel around, you can stand in one place and kill these mobs.

Note: There is two extra Tamed Clefthood near the Gorian Gladiators, and sometimes you have to kill those too to force a respawn.
Frostfire Ridge (level 90+)
Frost Wolfs at Frostfire Ridge have fast respawn rate, probably around 30 seconds. These wolfs are often used for the Barn work orders, so there are sometimes a few horde players there.
If there are too many players, and you can't farm the Wolfs, there are a bunch of Icespine Stinger nearby, so you can farm them instead of the Wolfs. But, the Wolfs are always better to farm because they drop Sumptuous Fur.
Shadowmoon Valley (level 90+)
Kill and skin Moonshell Crawlers. The respawn rate is really fast, you will never run out of them.
