Skinning Trainer
You can learn the War Within Skinning skill from the Skinning trainer in Dornogal.
Skinning Specializations
When you hit level 25, you'll unlock Specializations. Go with 
Tanning as your first pick. You don't need to invest points just yet, but learning this specialization unlocks the Sharpen Your Knife ability, which guarantees a hide or carapace from your next skinning attempt (1 hr cooldown).
You'll eventually be able to learn all three specializations, so there's no need to worry about your first choice. You'll need 50 skill points for the second specialization and 75 for the third.
However, how you spend your Skinning Knowledge Points is important. Take some time to explore the specializations and decide which path to follow. Don't rush into spending your Knowledge Points without a clear plan. They're a limited resource, so make sure you use them wisely and strategically.

Leveling War Within Skinning from 1 to 100
You can level Khaz Algar Skinning to 100 at any of the locations below. Every beast will provide skill points up to 100.
The mob density in War Within is much lower compared to previous expansions, so it was quite challenging to find good spots for leveling Skinning. These two places are the best I could find but I'm still looking for more farming places.
Azj-Kahet
Farming Vigilant Nestguards at Pillar-Nest North is a great way to level Skinning. The area has plenty of mobs with a fast respawn rate.
Hallowfall
This area in Hallowfall has a decent number of beasts you can skin, but be aware that the "Calf" mobs don't drop any leather.
