1 - 70
For the first 70 points, you can go to any starter zone. There is not much difference between them.
Herbs in these zones: Peacebloom,
Silverleaf,
Earthroot
Tirisfal Glades

Elwynn Forest

70 - 150
Herbs in these zones: Mageroyal,
Briarthorn,
Bruiseweed
Visit your trainer and learn Herbalism Journeyman, then head to Hillsbrad Foothills. It's a horde-only zone, which means it might be a bit harder to reach it for alliance players, and for low-level players I recommend Darkshore.
Hillsbrad Foothills
Between 70-125, follow the yellow lines. When you reach 125, you can enter the orange circle and gather Frozen Herbs.
Horde players can stay in this zone up to 160 or even a bit more if they want to because there is a herbalism trainer in Tarren Mill, so you can visit her at 150. The reason I recommend you stay here until 160 is that this way when you go to the next zones, you will be able to gather Khadgar's Whisker right away.

Darkshore
The last few points between 130 and 150 will come a bit slowly.

150 - 230
Visit your trainer and learn Herbalism Expert.
Herbs in these zones: Kingsblood,
Liferoot,
Fadeleaf,
Goldthorn (Feralas only),
Khadgar's Whisker
You won't be able to gather Khadgar's Whisker until you reach 160, and all herbs will be green for the last 10-20 points.
You will have to visit your trainer again between 200 and 225!
Feralas

Western Plaguelands

230 - 285
You will gather the following herb: Sungrass
The most common herb in both zones below will be Sungrass. I recommend Thousand Needles because, in Eastern Plaguelands, there are a lot of
Khadgar's Whisker, which will be green to you and grey for the last few points. I also like the easy layout of Thousand Needles; you go in a straight line, and you can't miss the herbs.

If you don't have a flying mount, then when you reach the end of the yellow line, you should turn back and run back to the starting point of the yellow line. You will also have to swim to Twilight Bulwark or Twilight Withering, or else you can't get to where the herbs are.

Eastern Plaguelands

285 - 325
Visit your trainer and learn Herbalism Master.

Sorrowmoss
Swamp of Sorrows
The whole zone is filled with herbs. You can find them everywhere. If you don't need the herbs for Alchemy, you can also stay in Swamp of Sorrows until you reach 350 and skip Outland. But Outland herbs usually sell for more, so it's worth going there earlier.

Felwood

325 - 350
You will gather the following herbs: Felweed,
Dreaming Glory,
Terocone
Terrokar Forest

350 - 400
Visit your trainer and learn Herbalism Grand Master.
Tiger Lily requires herbalism 375, so you won't be able to pick it yet.
If you don't have a flying mount, I recommend skipping the parts around Utgarde Keep in the middle.

Pretty easy to follow route, it's basically the same with or without Flying mount.

Grizzly Hills has a lot more Tiger Lily than Borean Tundra and Howling Fjord, so it's a bit more annoying leveling here until you reach 375.

400 - 425
The most common herb in Sholazar Basin is Adder's Tongue, but you will also find some
Goldclover and
Tiger Lily.
I mainly use this route, but if you prefer to farm the whole zone, you should use route 2.

This is basically the same as route 1 but also loops around the south-eastern part of the map.

425 - 475
Visit your trainer and learn the Cataclysm Herbalism skill.
You will gather Cinderbloom
Mount Hyjal

475 - 500
You should go to Deepholm and gather Heartblossom, or you can stay in Mount Hyjal until you reach 500.
Deepholm

500 - 545
Once you reach 500 Herbalism, you can travel to Pandaria and learn MoP Herbalism to continue leveling.
You can find MoP Herbalism trainers in the starting zones, depending on your faction. Horde players can go to Grower Miao at Honeydew Village in the Jade Forest, while Alliance players should visit
Orchard Keeper Li Mei at Paw'don Village.
There's also a neutral trainer, Han Flowerbloom, at the Halfhill Market in Valley of the Four Winds, available to both factions.
Jade Forest
You will gather Green Tea Leaf and
Rain Poppy.

545 - 575
Valley of the Four Winds
You will gather Silkweed. Just follow the route below and gather every herb until you reach 575.

575 - 600
Kun-Lai Summit
You will gather Snow Lily. There are a few caves in the mountains, but I only recommend to go into the caves if you have some kind of sprint/stealth ability, or if someone else is farming in the zone.
