Run around the small lava pit at this location and keep killing Ashen Sparks and Destructive Flames. The small mobs can drop Rousing Earth too.
The Provoking Flame mobs are hyperspawning at the marked location. You can never run out of them. There are also Tormented Steam mobs at the same location, they are all fighting each other, so you pretty much have to kill those too. (they drop Rousing Frost)
