This Northrend Engineering leveling guide will show you the fastest way how to level your Northrend Engineering skill up from 1 to 75 as inexpensively as possible.
Engineering is the best combined with mining, and I highly recommend leveling these professions together because it will be a lot easier to get the needed materials if you have mining.

Engineering Tools
You will need some kind of tool to craft most engineering items. These tools are:
Blacksmith Hammer - Sold by Engineering or Blacksmith supply vendor.
Arclight Spanner - Sold by Engineering supply vendors.
Gyromatic Micro-Adjustor - Requires 175 skill in Vanilla Engineering to craft.
I highly recommend getting a Gnomish Army Knife to save some bag space. It replaces all of these tools, so you only have to carry one item with you.
The Gnomish Army Knife also replaces 
Jeweler's Kit, 
Virtuoso Inking Set, 
Runed Copper Rod, so if you have any of these in your inventory, you can throw it out.

You can buy the
Ultimate Gnomish Army Knife from the Auction House. -
If you already learned Draenor engineering, you can craft one
Ultimate Gnomish Army Knife for 5 
Gearspring Parts. (Craft one Gearspring Parts with 15 x True Iron Ore, 15 x Blackrock Ore. It will actually create 8 Gearspring Parts). -
You can also craft
Gnomish Army Knife if you have Northrend Engineering, but it's usually more expensive to make or buy.
Leveling Engineering
You can learn Northrend Engineering from Timofey Oshenko at Dalaran (Northrend). (same NPC exists in Legion Dalaran, but he won't teach you Northrend recipes)
Gnome characters have +15 Engineering skill because of their passive 
Engineering Specialization. An extra 15 Engineering skill means recipes stay orange 15 points longer, so you can save a lot of gold by doing lower level recipes for 15 more points.
1 - 10
You will need around 50x 
Handful of Cobalt Bolts and 20x 
Volatile Blasting Trigger later. Make these now, and you should reach 10 or probably more. Note that when you craft Handful of Cobalt Bolts you can get 1 or 3 bolts, and the same goes for Volatile Blasting Trigger, you will get 2 each craft.
- 35 x 1-3 Handful of Cobalt Bolts - 70 Cobalt Bar
- 10 x 2 Volatile Blasting Trigger - 30 Cobalt Bar, 10 Crystallized Water

Overcharged Capacitor - 40 Cobalt Bar, 10 Crystallized Earth
Keep all of these.

Stop making this when you reach 30.

35 - 45
30 x Mind Amplification Dish - 30 Tinker's Kit
You can buy the Tinker's Kit from Bryan Landers near your trainer.

Mana Injector Kit - 60 Saronite Bar, 10 Crystallized Water
You might have to make a few more to reach 50.
50 - 55

Mechanized Snow Goggles - 40 Saronite Bar, 10 Borean Leather, 5 Eternal Shadow
You might have to make a few more to reach 55.
If you are planning on crafting the portable mailbox 
MOLL-E, you should craft it at 54 because it's still a guaranteed skill point. The goggles are getting close to turning green, so they have a lower chance to give you a skill point at 54.
55 - 60

Noise Machine - 10 Froststeel Tube, 10 Overcharged Capacitor, 40 Handful of Cobalt Bolts
60 - 74
30 x Gnomish Army Knife - 300 Saronite Bar, 30 Skinning Knife, 30 Mining Pick, 30 Blacksmithing Hammer
This recipe will be green for the last 5 points, so you will probably have to make more than 30, but it should still be cheaper than making any other items, even if you have to make 10 for 1 skill point.

74 - 75
I recommend making a 
Wormhole Generator: Northrend for the last point. This toy will create a portal that lets you teleport to Borean Tundra, Howling Fjord, Sholazar Basin, Icecrown, or Storm Peaks.
