Jewelcrafting is the best combined with Mining because you can save a lot of gold if you gather the materials instead of buying them, so check out the BfA Mining leveling guide if you want to level Mining.
Learning BfA Jewelcrafting
The new BfA Jewelcrafting skill is named differently for the two factions, but the name is the only difference between them.
Kul Tiran Jewelcrafting is the Alliance version and Zandalari Jewelcrafting is the Horde version.
Jewelcrafting Trainers:
- Horde: You can find Seshuli in Dazar'alor at the Terrace of Crafters.
- Alliance: Samuel D. Colton III is in Boralus at the Tradewinds Market.
If you are having trouble finding the trainers, you can walk up to a guard in Dazar'alor or Boralus then ask where the Jewelcrafting trainer is. Asking the guard will place a red marker on your map at the trainer's location.
Leveling BfA Jewelcrafting
Draenei characters have +10 Jewelcrafting skill because of their passive 
Gemcutting. An extra 10 Jewelcrafting skill means recipes stay orange for 10 more points, so you can save a lot of gold by doing lower level recipes for 10 more points.

Make around 130-150 from any of these:
Deadly Solstone - Solstone
Insightful Rubellite - Rubellite
Masterful Kubiline - Kubiline
Quick Golden Beryl - Golden Beryl
Straddling Viridium - Viridium
Versatile Kyanite - Kyanite
75 - 140
Make around 100 from any of these:
Deadly Amberblaze - Amberblaze
Masterful Tidal Amethyst - Tidal Amethyst
Quick Owlseye - Owlseye
Versatile Royal Quartz - Royal Quartz
You could actually make this one up to 145, but after around 140 the skill point gains are so rare, it's better to craft the higher-cost recipes.

Make 10 from one of these:

- Kraken's Eye of Strength - 10 Kraken's Eye

Visit your trainer 
Narv (Horde) / 
Instructor Okanu (Alliance) at Nazjatar and learn the new recipes. (You have to finish the first few intro quest at Nazjatar before you can see these NPCs.)

Mass Prospect Osmenite gives skill points all the way up to 175, so I recommend prospecting Osmenite Ore then use the gems you get to get more skill points.
Around 100-150 Osmenite Ore should get you enough gems to reach 175. It depends on how many 
Leviathan's Eye you get from prospecting.
